1-69. Inspection of General Messes with Civilian Contract Messmen.

1. Many enlisted messing facilities use civilian contractor attendants. The uniform contract specifications under which the civilian attendant services are procured and administered are found in NAVSUPINST 4061.8.
2. Inspection of enlisted messing facilities with civilian contractor attendants must conform to localcontracts and the following procedures:
a. Perform a regular total facility inspection using the NAVMED 6240/1;
b. If any of the following functional areas are determined to be unsatisfactory, note it in Section X of the NAVMED 6240/1:
(1) Personal hygiene;
(2) Sculleries, pot and pan washing areas;
(3) Serving lines;
(4) Vegetable and meat preparation rooms, galleys, and bakery;
(5) Dining areas;
(6) Back door, heads, offices, passageways, and garbage collection;
c. A rating of unsatisfactory must be awarded based on noncompliance with current standards and/or the presentation of a significant health hazard to employee or consumer.
3. The distribution of the completed NAVMED 6240/1 will be as described in Article 1-66.2.; however, a signed copy of the report must be provided to the Food Service Officer.
